How to
1. All appeals must be made with a live ball.
2. The defense must tag the base or tag the runner (if he's anywhere on base) and say, for example: "I appeal that such-and-such runner" left early/missed second base.
When to
3. The defense may appeal until there is a pitch, play, or attempted play. (Nobody knows what an "attemped play" is.)
Play a: R2 scores on a single. Time is called. Then, the pitcher steps onto the rubber to create a live ball. The team has announced to the world it will appeal that R2 missed third. As the pitcher steps off the rubber, R1 breaks for second. The defense plays on him, and he is (a) out; or (b) safe. Ruling: Regardless of the result of the play, no appeal will be allowed.
4. If the baserunning error happened on a play that would end the half-inning or the game, the defense must appeal before the infielders leave the infield.
