Some problems that face the interpreter are difficult, unlike those of Part I that — except for "malicious crash" v. "incidental contact" — were very easy. Today's set of four will push us a little.

Interp #5

"Carl, the batter hits a fly ball between two outfielders.  The ball hits the top of a 4-foot high fence between the foul poles and bounces over to the dead ball area.

The umpire ruled that since the ball did not clearly go over the fence, it is considered a ground rule double.  He is going by definition in our NFHS rulebook.

The League UIC says it is a home run, and I myself consider it a home run.  I used the rule 8-3-3c for my ruling."

Which one of us has made the correct ruling?
